    Washington Fire Watch Requirements

A property manager's guide to when a fire watch is required in Washington, who makes that call, and what the watch must include. Every claim below cites an official government, fire agency, or standards-body source (listed at the end of this page). Requirements vary by jurisdiction — always confirm the rules for your property's address with the office responsible for it.

    The State Code Basis

Washington adopts the 2021 International Fire Code (IFC) by reference through WAC 51-54A-003, with Washington-specific additions, deletions, and exceptions (effective March 15, 2024). The state's amendment to IFC Chapter 9, WAC 51-54A-0901, does not replace IFC Section 901.7 — so the adopted IFC text is the starting point for systems that are out of service.

IFC Section 901.7, "Systems out of service," sets the framework: when a required fire protection system is out of service, the fire department and fire code official must be notified, and where the fire code official requires it, the building must be evacuated or an approved fire watch provided until protection is restored. There is no automatic statewide grace period — not four hours, not eight, not ten. Local amendments and administrative rules can add requirements on top of the state code.

For water-based systems, NFPA 25 (2020 edition) — referenced by the 2021 Washington Fire Code — supplies impairment-management requirements in its Chapter 15. The owner or a designated representative must assign an impairment coordinator, and when a system is out of service for more than 10 hours in a 24-hour period, one or more mitigation measures must be arranged: evacuation, an approved fire watch, a temporary water supply, or an approved program addressing ignition sources and fuel. That 10-hour mark is a mitigation trigger, not permission to wait when the local authority requires earlier action.

Who Decides: The Authority Having Jurisdiction

Under RCW 19.27.110, counties administer and enforce the fire code in unincorporated areas, and fire districts or other political subdivisions may assume all or part of that responsibility through interlocal agreements. Inside cities, the municipal fire department or a regional fire authority typically holds that role.

The practical consequence: the crew that responds to your address is not automatically the office that approves or ends a fire watch. A fire district's response boundary alone does not establish its fire-code enforcement authority. Before an impairment — not during one — identify the municipal or county fire marshal or fire prevention office responsible for your property's address.

At the state level, the State Fire Marshal's Office sits within the Washington State Patrol's Fire Protection Bureau. It has specific inspection authority for licensed childcare, healthcare, and residential-care facilities through state licensing agencies, so those properties may have state involvement in addition to local requirements.

When a Fire Watch Is Required

    Fire alarm system impairment

When a required fire alarm system is out of service, the fire code official can require a fire watch for an impairment of any length. Seattle's rule, for example, requires patrol of the entire building for an impaired fire alarm system.

    Sprinkler system impairment

Water-based systems follow the same impairment framework, with NFPA 25 supplying the impairment-management requirements: an assigned impairment coordinator and mitigation measures when a system is out of service more than 10 hours in a 24-hour period.

    Standpipe or fire pump impairment

Seattle's impairment rule explicitly includes standpipes and fire pumps, and its public guidance identifies pump failure as an emergency-impairment example. Determine mitigation with the fire code official rather than treating every equipment defect identically.

    Fire marshal direction

Fire code officials can direct a fire watch as a condition of continued occupancy. Redmond's fire watch standard expressly addresses watches directed by the fire code official, and Bothell notes that a marshal may allow a watch as a temporary measure permitting continued occupancy.

A note on hot work: cities such as Tacoma and Everett document hot-work operational permits, but those permits are a separate matter from impairment fire watch. Seattle Emergency Firewatch provides impairment fire watch only — we do not staff hot-work, welding, or cutting watch.

    Notification: A Verified Seattle Example

Seattle Administrative Rule 9.04.24 (effective December 10, 2024) shows how specific local notification rules can be:

    • An anticipated impairment of eight hours or more must be reported to the Seattle Fire Department.
    • A planned impairment meeting that threshold requires notice at least five business days in advance; an emergency impairment requires immediate notice.
    • For impairments of any duration, affected tenants and supervisors, the owner or manager, the insurer, and the alarm company must be notified.
    • The eight-hour reporting threshold is not an eight-hour exemption from mitigation — a fire watch or other approved mitigation can be required for an impairment of any length.

Other cities set their own thresholds and forms. The directory below links the office responsible in each community we serve.

Patrol Intervals: There Is No Statewide Number

Washington has no universal 15-, 30-, or 60-minute patrol interval. Each authority sets its own expectation, and the fire code official can direct something different for your building. Verified examples:

    Seattle

Continuous patrol of the affected areas — or the entire building when the fire alarm system is impaired. Fire watch or other approved mitigation can be required for an impairment of any length.

    Redmond

Systematic and continuous rounds, with staffing generally one person per 50,000 gross square feet of specified commercial occupancies, or per 50 residential units, or as directed by the fire code official.

    S.E. Thurston Regional Fire Authority

Its published fire watch form calls for patrol of the entire facility every 15 minutes for sleeping, institutional, occupied assembly, or educational occupancies, and 30-minute patrols for other occupied facilities, plus a written log and an immediately available telephone.

    Bothell

Only the Fire Marshal can cancel the watch. Do not assume another jurisdiction's owner-cancellation procedure applies in Bothell.

    Jurisdiction Directory

The tables below list the fire authority for each community Seattle Emergency Firewatch serves, with a link to the official source. "Fire code authority" means the source establishes fire-code enforcement responsibility. "Responding agency" means the source verifies who responds, but the code-enforcement role should be confirmed for the property's address — a response boundary alone does not establish enforcement authority.

Thurston County publishes a consolidated directory of response organizations, but response coverage alone does not establish which office enforces the fire code for a given address. The county Fire Marshal handles county enforcement responsibilities.

    Kitsap County

Kitsap County maintains its own Fire Marshal's Office, and the county's district map distinguishes tribal and military areas. For unincorporated communities, the responding district is not automatically the exclusive code authority; tribal and military properties require address-specific confirmation.

What This Guide Does Not Claim

    • No universal four-, eight-, or ten-hour waiting period before a watch is required.
    • No universal 15-, 30-, or 60-minute patrol interval.
    • No assumption that every responding fire district is the fire code authority for your address.
    • No universal standalone "fire watch permit" — a hot-work permit, an operational permit, an impairment report, and an approved watch plan are not interchangeable.
    • No claim that every system deficiency automatically requires the same watch arrangement.

This guide is general information, not legal advice. The fire code official for your property's address has the final word on whether a watch is required, how it is staffed, and when it ends.
