School and University Fire Watch Officers — Background-Checked Campus Coverage

School and college buildings combine high occupant loads with occupants who rely entirely on staff direction during an emergency. When a fire alarm system is out of service in an occupied educational building, the Washington State Fire Code requires notification of the fire department and an approved fire watch — and most Puget Sound fire marshals will not allow classes to continue without one. Residence halls raise the stakes further because students sleep on site.

Seattle Emergency Firewatch provides background-checked, certified Fire Watch Officers for K-12 districts, private schools, early learning centers, community and technical colleges, and university campuses across the region. Officers are briefed on the campus emergency plan, sign in through the district's visitor process, and stay visible and identifiable to staff throughout the watch.

A single campus impairment can span very different occupancies. Classroom wings need corridor and stairwell rounds with attention to exit door function and posted egress paths. Science and CTE labs add flammable liquid storage, gas fittings, kilns, welding bays, and dust collection. Gyms, theaters, cafeterias, and auditoriums are assembly spaces where occupant load and clear exits dominate the risk. Residence halls behave like apartment buildings, with cooking, sleeping occupants, and stair enclosure discipline. Central plants, portables, and storage buildings often sit on the same impaired system.

Officers plan routes so every occupied portion of the campus is reached inside the interval the fire marshal set, and adjust coverage around bell schedules, passing periods, athletic events, and evening community use — the times when occupant loads spike and blocked or propped exits are most likely.

Most district sprinkler and alarm work happens on nights, weekends, and summer or winter breaks, so we schedule coverage against the construction calendar rather than in reaction to an outage. During bond-funded modernization projects, buildings are frequently occupied on one side while contractors work the other, which triggers both impairment fire watch and IFC Chapter 33 construction fire watch, plus hot work coverage for welding, cutting, and torch-applied roofing.

Every patrol is documented with timestamps, buildings and rooms covered, hazards found and corrected, and notifications made — records districts can hand to the fire marshal, the school board, and their risk pool without follow-up questions. For events during an impairment, we increase staffing so assembly spaces have dedicated coverage while the rest of the campus stays on its patrol loop.
